Commercial parking lot paving: paver or maintenance firm?
Last updated: By The Pavement Desk

Two ways each company is classified
Each record here is classified two ways. The site sorts companies into nine categories of work, and Google Maps gives each business its own label. As of 17 September 2026, the most common Maps labels are paving contractor (145), asphalt contractor (99) and excavating contractor (43). Line marking service has 29, concrete contractor 12, and construction company and property maintenance 8 each.
A Maps label is how a business chose to describe itself, not an audit. Sixteen records carry a Maps label but none of the nine site categories. Twelve of those say "asphalt contractor", and one says "marketing agency", a reminder that the label is self-description collected at scale.

What the label cannot tell you
The index holds no staff count, revenue or equipment list for any company, and it verifies no licences or past jobs. For 97 companies it keeps a years-in-business statement from the firm's own website, and reviews mention a firm's own crew and equipment for only 10. So a "paving contractor" label cannot answer the real question: will the company bring its own paving crew, or hire one?
Some lots need excavation instead of either. "Excavating contractor" is the third most common label, and excavation and grading holds 66 companies. That work comes in when a lot is rebuilt rather than resurfaced, and it is priced by volume. Peel's 2022 cost estimate for a Brampton road lists earth excavation at $27.50 per cubic metre. Toronto's Broadview Avenue Extension estimate lists earthworks removal and disposal at $120 per cubic metre. A lot that keeps failing in the same spot may need that kind of work, not upkeep or a new top layer.
The category list is a better guide to scope. Of the 376 records, 203 sit in one category and 157 in two or more. A company listed only for asphalt paving presents a different business from one listed for asphalt repair, sealcoating and line marking, whatever its Maps label says.
Where maintenance firms show up
Ten records have "property" in the business name, including Ivy Property Services Inc. in Vaughan, Seal Of Approval Property Services in Scarborough and AG property solutions inc. in Brampton. Seven of the ten are listed for sealcoating or asphalt repair.
The category sizes point the same way. Sealcoating holds 96 companies, slightly more than parking lot paving at 92. Asphalt repair holds 87 and line marking 51, while asphalt paving is the largest at 181. The sealcoating and line marking pages list the companies in those two.
For a buyer, the practical split is simple. Call a company listed for paving when the lot needs a new surface or a rebuild. Call one listed for sealcoating, repair and line marking for recurring upkeep. Many do both: 87 records hold at least one construction category and at least one maintenance category.
The two kinds of work are priced differently
Construction is priced by area. Empire Paving publishes $3 to $6 per square foot for asphalt; Empire Paving Ltd. is also listed in this index, in Willowdale. Toronto's estimate lists full-depth removal of old asphalt pavement or concrete road base, taking the base out as well, at $40.80 per square metre. It lists catch basins, the grated boxes that collect surface water, at $6,800 each.
Maintenance is priced by the unit. Zusashi Maintenance quotes $100 to $500 per pothole, $1 to $3 per linear foot to seal cracks with hot rubberized sealant, and $2 to $5 per square foot for patching. Its line painting page gives $4 to $9 per stall for restriping an existing lot. Its Mississauga page quotes $0.20 to $0.40 per square foot for a two-coat sealcoat. Zusashi is not listed in the index.
Those units answer a different question from a per-square-foot paving price. That is why the parking lot paving cost guide and the asphalt repair cost guide keep them apart. A single "lot repairs" line can hide patching by the square foot, potholes by the each, cracks by the foot and striping by the stall. Asking for each unit on its own line makes two bids comparable.

Small jobs carry a fixed call-out cost
Small jobs carry a cost that does not shrink with size. Zusashi's line painting page lists a mobilization fee, the charge for bringing a crew to site, of about $150 to $350 on top of its per-stall rate. Its repair page says a mobilization fee may apply on smaller visits and that combined work gets better per-unit pricing. Action Home Services, in Toronto and Richmond Hill, says asphalt sealing starts at $300 for a 750-square-foot area.
Grouping work favours a firm that already visits the property. A firm listed for several maintenance categories can handle striping, crack sealing and a sealcoat in one visit. A lot that needs paving, drainage and marking brings in work priced three different ways. Either way, read the call-out charges first, because they are what grouping the work can save.

What to check outside the index
Licensing is outside this data. In Toronto, a business that repaves residential or commercial driveways needs the City's Driveway Paving Contractor licence. The City's licence page lists $495.12 for application and licence together and $293.14 to renew, with $2,000,000 in commercial general liability insurance required. Other GTA municipalities set their own rules, and this index does not verify who holds a licence.
Ontario's HST is 13%, and a bid that includes it will not compare on its face with one that does not. Licence status and tax basis settle more about a bid than whether the company is labelled paving contractor or property maintenance.
How this page was checked: the counts come from this site's own listing records. The Pavement Desk, the team that compiles all 376 listing records, checked every price against its linked source page on 17 September 2026. Empire Paving Ltd. is listed in the index and, like every company here, does not pay for its position. The site is free to use, and its About page says it earns nothing today. A request sent through the quote form goes to one of the highest-scoring companies listed in the area. Corrections go through the contact page.
Frequently asked questions
What is the difference between a paving contractor and a property maintenance company here?
- Here, the difference is the label Google Maps puts on the record: 145 records say paving contractor and 8 say property maintenance. The label reflects how the business presents itself. The index does not verify who owns paving equipment or who hires out a crew.
Can one company both build and maintain a parking lot?
- Many are listed for both. Of the 376 records, 87 hold at least one construction category (asphalt paving, parking lot paving or roadway construction) and at least one maintenance category (sealcoating, asphalt repair or line marking). The index does not record how the work is staffed.
Why are construction and maintenance quotes hard to compare?
- They use different units. Empire Paving publishes $3 to $6 per square foot for asphalt paving, while Zusashi Maintenance prices pothole repair at $100 to $500 each and crack sealing at $1 to $3 per linear foot. A per-square-foot price and a per-item price cannot be set side by side.
What is a mobilization fee on a parking lot job?
- It is the charge for bringing a crew and equipment to site, separate from the work. Zusashi Maintenance lists about $150 to $350 on top of $4 to $9 per stall for restriping, so a small job pays it whatever its size.
Does the index show which companies hold a licence?
- Not in a way you can rely on. Some firms' own websites mention a licence or insurance, and the index keeps those as the firms' claims without verifying them. In Toronto, a business that repaves residential or commercial driveways needs a Driveway Paving Contractor licence. The City lists $495.12 for application and licence together, $293.14 to renew and $2,000,000 in liability insurance, so check with the City or the company.
Who does commercial parking lot paving in the GTA?
- This index lists 92 companies for parking lot paving and 181 for asphalt paving, and 87 records hold both a construction and a maintenance category. Empire Paving, a Toronto commercial paving contractor, publishes $3 to $6 per square foot for asphalt.
